Note 2: A quorum of members (i.e. over 50%) was not present today so no business was able to be conducted.

Secretary's Report: The minutes of the March 13, 2007 meeting were presented.

Treasurer's Report: The treasurer's report for the month of March 2007 was presented.

Committee Reports:

  1. Membership:
    1. Any new members in your building? Remember to recruit them for membership into the Association. Membership application forms can be obtained from Gail Barbadora at Green St. School.
    2. Joann Bonnville will take over as membership chairperson for Gail after June 30 of this year when Gail retires.
  2. Scholarship:
    1. Joan noted that applications for the PEA scholarship will be available to seniors this week. Applications are due back by Friday, May 1. The committee will meet either Monday, May 14, or Tuesday, May 15, to select this year's winners.
    2. Joan also stated that t-shirts should be in next week.
  3. Ed Council:
    1. The next meeting is Wed., May 16, at 6 p.m. at Flynn's on the Hill.
    2. Andover-Morris & PASS both need representatives for their buildings to attend Ed Council.
  4. Health & Safety:
    1. Nothing new to report. Continue to log in your journals about room conditions - include results of aluminum foil test. Contact Health & Safety committee members for more details or if you have questions/concerns.
  5. WCEA:
    1. Marilyn asked everyone to check your e-mails for workshop info.
    2. Next WCEA workshop is the Legislative Dinner at Harkers Hollow on Tuesday, April 24.
  6. Social:
    1. Deb C. noted that the Deli Trip filled up within half an hour of the posted announcement via e-mail.
    2. The Retirement Dinner will be Thursday, May 24. 13 retirees will be recognized to date.
  7. Grievance:
    1. All grievances are settled at this time.
  8. Negotiations:
    1. Marilyn & Barb informed us that the paras & security guards negotiations are going well to date.
    2. Barb reported that the teachers negotiations are now at the Fact Finding level.
    3. Jen Nester reported for the Action Committee. The next meeting will be held on Thursday, April 17, at 3:30 p.m. in trailer O18 at the high school. The first newsletter of the Action Committee was released today. Members should receive it tomorrow or Thursday.
  9. Legislative:
    1. Chuck noted that letters to over 700 NJEA members living in the Phillipsburg area will be mailed after Easter in time for the April 17 school budgets' elections. These letter will encourage the NJEA members to get out and vote in favor of their local school budgets.
  10. Financial:
    1. Melissa Fey is ready to have this committee meet for the first time when we return from spring vacation.
  11. PD:
    1. Chuck noted that the district's LPDC has not met since November.

Building Concerns:

  1. Freeman noted that one of its members wishes to address the board about Middle States at its April 16 meeting. There was a concern expressed that there is no time to get report cards ready for this marking period due to the spring vacation.
  2. Special Services is in need of more Action Committee buttons.
  3. Andover-Morris inquired if summer and the NJEA Convention are considered holidays for contractual purposes. (They are.) A-M faculty are encouraged to fill out a billform for compensation for doing the Asthma training during a faculty meeting. They should also put in for compensation for field trips where they miss their prep time and/or return to school after normal school hours.
  4. Paras had concerns about not receiving PD hours for the Warren Hospital workshop in February. They were informed to contact Marian Trapani.
  5. The high school had a concern about teachers who were informed that they had to attend summer training in preparation for the SEI (Secondary Education Initiative.) Barb has talked to the English secondary supervisor and has been informed that the training has been postponed for now. The high school also raised a concern about the perception of divisiness between it and the rest of the district.

Old Business:

  1. All supplemental nominations for April's election of officers must be turned into the nominating committee chairperson (Joe Lissi at Green St.) by Monday, April 16. No supplemental nominating forms have been received to date.
  2. A second general meeting is tentatively scheduled for Monday, April 23. However, if no supplemental nominating forms are received, this meeting will be postponed till after the first fact finding session.
  3. Elections for PEA executive offices are scheduled for Monday, April 30. If no supplemental nominating forms are received by Monday, April 16, the current slate of candidates (i.e. Barbara English for president, Deb Carty for vice-president, Jo Bononno for treasurer, Charles Nowalk for recording secretary and Marilyn Shober for corresponding secretary) would assume the offices on July 1, 2007.

New Business:

  1. The need for a section of the PEA by-laws to stipulate the minimum number of members needed to have a quorum at a general membership meeting was discussed. The general membership meeting held last week was the largest gathering of members anyone could recall yet no motions could be made nor debates conducted because a quorum was not reached (i.e. over 50% as defined by Robert's Rules of Order.) It was agreed this proposal needed to be studied more and would be moved to committee the next time a quorum was in effect.
  2. Barb noted that the NEA representative assembly would meet in Philadelphia this summer and that the NJEA Summer Leadership workshops would be held this summer. She inquired of anyone who might be interested in attending these events.
